The Uttar Pradesh Government hired five private entities to prepare a database of properties and also to figure out property tax defaulters. These companies will conduct GIS mapping of 14 cities including Agra, Lucknow, Ghaziabad, Prayagraj, Kanpur and Meerut. The survey is likely to begin by September end and all properties falling under the jurisdiction of Agra Municipal Corporation will be mapped with the help of GIS.
The records updated in 2018 shows that there are approximately 1 lakh property owners with zero outstanding payable amount while a total number of registered properties in Agra stands at 3.20 lakh.
The sources said that the municipal corporation did not receive property tax for a long time even when there are 100 wards in the city.
The civic body aims to recover property of worth Rs. 60 crore in the current fiscal year i.e 2019-20. After collecting revenue of Rs. 55 crore in the previous financial year, the civic body officials are now working to the best of their ability to meet the set target.
Municipal commissioner Arun Prakash said, GIS is a computer system with the ability to hold and use data that describes places on the earth’s surface. The GIS allows the creation of interactive queries (user-created searches), analyze spatial information, editable maps and show accurate results based on these operations.
He further said that this survey will be conducted for the first time in the city and RCUES [Regional Centre for Urban and Environmental Studies] is a private entity hired to conduct the same. We aim to verify the available records of properties in all the 100 wards while figuring out the remaining ones.
The civic body plans to collect property tax, water and sewer tax together after the completion of the GIS survey. Till now, the Jal Sansthan collected water and sewer charges individually according to the records.
A senior official said that the GIS survey will minimize the malpractice in the tax collection process as every property will have a unique identification number and the tax details of all the properties will be available online.
Other than these cities, the GIS survey will be conducted in Gorakhpur, Jhansi, Moradabad, Aligarh, Saharanpur, Bareilly, Mathura and Ayodhya.
