In order to boost the property market, seven areas located near to the Mumbai Metropolitan Region will have uniform development rules. However, the capital city of Maharashtra will be excluded from getting these rules implemented.

In these civic bodies, the base floor space index (FSI) will be escalated to 1.1 from the present 1and it can go upto 3 as currently the same is measured at 2. This escalation depends on the road width.

The decision to implement uniform development rules is taken while considering the proximity of these civic areas with Mumbai. These seven corporations include Thane, Navi Mumbai, Mira-Bhayandar, Vasai-Virar, Kalyan-Dombivli, Ulhasnagar and Bhiwandi-Nizampur.

Under the new rules, the ground creation will have 15% FSI that is currently off bounds. However, the transfer of development rights (TDR) will be allowed in the future and no fungible floor space index will be formed in these areas. These FSIs are available in Mumbai only.

The sources informed that FSI will be 3 for both slums and for the dwelling units that will be constructed under affordable housing.

The Mumbai Metropolitan Region has nearly 21 million population according to the census of 2011 and thus illegal construction is going on at large.

Also, the development of Thane and Kalyan-Dombivli is very slow even when these cities are selected to be developed under the Smart Cities Mission.

In a draft proposal of 2017, the Government has proposed a floor index space of 4 for transit-oriented zones [TOD].

However, the Urban Design Research Institute (UDRI) raised an objection to this increased FSI as the maximum number of roads passing through these regions are either the state or national highways. The institute alleged the increased FSI was bought into action to regularize the high-rises buildings that are coming up on the stretch.

The Institute for Urban Design also stood against offering huge chunks of property that are given to develop integrated township projects that deprive citizens of self-governance.

According to the sources, the decision is taken to allow cluster redevelopment with a floor space index of 4 but only in Thane. The case is currently suspended in case of other municipal corporations.

The sources further said that now the government has to take a decision on keeping the decision suspended to allow FSI to 4 in the TOD zone and also for the integrated township projects.

The UDRI said that the draft had proposed extracting in huge residential areas and without considering the impact of mobile towers on the health of citizens.
