Goa Government passed the Town and Country Planning [Amendment] Bill 2018 that allows land zone change on the basis of the request made by the individual property owners. This move was taken after Vijay Sardesai, the Minister for Town and Country planning [TCP] complained of having illegally built orchard in the Union Territory.
While speaking during the question hour, Sardesai urged to protect orchard lands and also asked to lodge FIRs against the violators. However, the Opposition asked to open more floodgates in order to conserve more land. Chandrakant Kavlekar, the opposition leader also moved a motion for transferring bill to the Select Committee, but the Motion failed.
The TCP [Town and Country Planning] comprise of three elements which are the Accommodation Reservation, Transferable Development Rights [TDR] and Transferable Development Rights for Posterity [TDR for Posterity]. Sardesai, the Town and Country Planning stated that the amendment is introduced to give justice to the people. Manohar Parrikar, the Chief Minister also assured the Opposition parties to form a committee to frame guidelines on the same and the members of this committee will be from opposition and experts will also be inducted in the committee.
The insertion of Section 16B has been added to the TCP amendment according to which the Town and Country Planning department has to change the zone of the structured regularized by the Revenue Department. In case, the TCP Ministry fails to change the zone then the property will have the same status as that of earlier. Also, the Section 16B focus on zone changing which is a huge relief to the residents of Goa, Vijay Sardesai said.
The addition of Accommodation Reservation is a way to provide public amenities across all the constituencies and is not only for the private builders. TDR is a planning tool that will help in acquiring land for constructing public amenities will offer higher Floor Area Ratio [FAR] to the landowners.
This is the first time when the Accommodation Reservation will be the basis of preparing the future regional plan in the country. On the other hand, TDR will create a balance between development in Goa while preserving the identity of this Union Territory.
