In order to equal the rights of both property owners and tenants, the Tamil Nadu State Government has introduced new set of rules under the Tenancy Act. From now onwards it has become mandatory to register the rental deed for all properties including commercial and others.

The law of Centre’s Tenancy Act, the Tamil Nadu Regulation of Rights and Responsibilities of Landlords and Tenants Act, 2017, will be effective in the State from in place of the Tamil Nadu Buildings (Lease and Rent Control) Act, 1960. This previous Act is also known as the Rent Control Act and is said to favour the tenants more in comparison to the owners.

CM Edappadi K Palaniswami inaugurated the portal www.tenancy.tn-.gov.in to offer a platform to the residents for the creation of a tenancy registration number that will be used to register the rent agreement with respective rent authority.

It is also planned to set up Rent authorities in all districts and the officer of deputy rank will chair the authority to resolve issues between tenants and owners.

Apart from the authority, rent courts and tribunals are also planned to be set up in all districts and all rental agreement shall be in written form to be registered under the Act.

The property owners already having tenants are required to register their rent agreements with the authority in the next 90 days.

In an official statement, the Union Government focused to replace the Rent Control Act while signing the MoU [Memorandum of Understanding] under the Housing for All programme.

However, the State Government has introduced a bill in the assembly to imply the Tenancy Act in 2017 and this was supposed to cover all urban areas in the State.
