Himachal Pradesh added another feather in its cap by notifying State Energy Conservation Building Code 2018 to minimize energy consumption demand particularly in commercial buildings by 30 percent. The Town and Country Planning Department will include this policy in its provisions to ensure successful implementation of the same.
The sources said that the officials of the Directorate of Energy said that the Code is drafted by the Bureau of Energy Efficiency, Union Ministry of Power under Energy Conservation Act 2001 and the states are required to make an amendment that will be further notified according to the local climatic conditions for effective results.
Under the mandatory implementation of the Himachal Pradesh Energy Conservation Building Code (HPEBC) & Rules, 2018, all commercial buildings like educational institutes, shopping complex, hotels, hospitals, and multiplexes etc that have a built-up area of 750 sq meters or more will be given planning permission by development authority only if the requisitions are matched with the provisions of this code.
The climate zones in Himachal Pradesh are segregated into two categories according to the provisions of this Code. The areas above an altitude of 1600 m from the sea level are required to follow cold climate conditions and the areas below 1600 m from sea level are required to follow the composite climate conditions.
The HPECBC & Rules 2018 are prepared after consulting with all stakeholder departments like Town and Country Planning Department, HPPWD, HIMUDA, Urban Development Department, HIMURJA, HPSEBL, Rural Development Department.
Also, the Directorate of Energy organized nearly 25 awareness workshops and training programs for capacity building of relevant stakeholders in all district of the state too.
