From now, the HMDA i.e. Hyderabad Metropolitan Development Authority made it mandatory for the developers and the buyers to get the plot layout sanctioned from them and to avail the copy of approval along with the copy of occupancy certificate in order to register their property with the Registration and Stamps Department.  

The authority took this decision to minimize the frequently increasing illegal constructions in the region particularly in the jurisdiction of Hyderabad Development Metropolitan Region.

Chief Minister K Chandrashekhar Rao, is also holding the portfolio of municipal administration and urban development (MA&UD) department ordered the officials to make this procedure compulsory for registering property in the state. Also, this measure is seen as a reform in the department of Municipal Corporation.

In the beginning, the rule is said to be implemented within the jurisdiction of the Hyderabad Metropolitan Development Authority that has an area of 7,000 square kms and the same will be implemented for the entire state later on.

Arvind Kumar, the HMDA commissioner and principal secretary of MA&UD department in his letter to the inspector general of Registration and Stamps department said that no plot should be registered without a layout as it is illegal and also directed the same instructions to all the all sub-registrars that work under HDMA.

He further said that the Hyderabad Metropolitan Authority will share the information of all sanctioned layout in a disciplined manner as it will restrict the development of unauthorized buildings and will also protect the home buyers from investing their money in illegal projects.

Kumar, the Metropolitan Commissioner also said that the department will check multiple issues like the ownership documents along with its link, whether it is a government land or not, whether the proposed project is on a lake bed, and more. These checks will be carried out before giving clearance for provisional and final layout approvals as this process will restrict the home buyers from falling in any trap.

He also added that the developer has to get the project registered with the Telangana Real Estate Regulatory Authority prior to it’s the sale.

The layout approval plans will also be updated by the HMDA on the website www.hmda.gov.in and awareness programs will also be carried out to keep the residents aware about checking approved layouts’ information on the website.
